Legal 07-3419 TRUSTEE'S NOTICE OF SALE WHEREAS, by Deed of Trust executed by FRED BISHOP, JR. and spouse FLORENCE L. Legal 07-3417 Early Notice and Public Review of a Proposed Activity in a Wetland To: All interested Agencies - Federal, State, and Local - Groups and Individuals This is to give notice that the City of Dyersburg under CFR 24 Part 58 has conducted an evaluation as required by Executive Order 11988 and/or 11990, in accordance with HUD regulations at 24 CFR 55.20 Subpart C, to determine the potential affect that its activity in wetlands will have on the human environment for a Community Development Block Grant-National Disaster Resilience Project (CDBG-NDR) under HUD. The project consists of a wetland creation and recreation facilities project. The project will consist of improvements to the Ragan Levee trail along the Forked Deer River; construction of the Dyersburg soccer complex; construction of the south police precinct and recreational complex; and reconstructing/reclaiming wetlands. The activity in wetlands is for construction of walkways in natural areas. The proposed project is located in the South Town Area of the City of Dyersburg, Dyer County, Tennessee. There are three primary purposes for this notice. First, people who may be affected by activities in wetlands and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Second, an adequate public notice program can be an important public educational tool. The dissemination of information about wetlands can facilitate and enhance Federal efforts to reduce the risks associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in wetlands, it must inform those who may be put at greater or continued risk.
